Tech Tree Infographics (both Construction Research Unit, and the Anomaly Construction Research Terminal) show the Base Teleporter with a green border, indicating a technology that can be acquired FREE in one of the story missions.

That may have been true once-upon-a-time for the Base Teleporter, but it no longer seems to be true. In fact, the in-game tutorial instructions ("Expanding the Base") seem to direct / encourage the player to PURCHASE this BP, as part of the tutorial on using Salvaged Data at the Construction Research Unit.

In the best multi-tool layout image, it shows the Plasma resonator as an upgrade for the mining beam. I couldn't find this upgrade, and indeed according to the wiki it has been removed from the game.
